Although he called a federal consent decree over his jail complex “a bitter pill to swallow,” Orleans Parish Sheriff Marlin Gusman said Monday that it ultimately would allow him to attract a higher caliber of better-paid employees — if the city signs off on it. “There’s a whole lot in that agreement that the city has to sign off on.
